(1) Nepali citizens who want to study higher education abroad should publish the notice in the Nepal Gazette and attach the fees as prescribed by the Nepal Government and attach the documents as prescribed by the Ministry of Education in the format as per Schedule-4. An application should be submitted to the Ministry of Education.

(1a) The Ministry of Education may arrange for the application for approval letter to be received electronically as per sub-rule (1).

(2) Sub-rule (1) or If, upon examining the application received as per (1A), the Ministry of Education will issue a letter of approval (No Objection Letter) to the applicant to study higher education abroad in the format as per Schedule-5.

(3) Sub-rule (1) Or if, after examining the application received as per (1A), the Ministry of Education is not willing to grant the approval letter to the applicant to study higher education abroad, the Ministry of Education shall inform the applicant of the reason.
